SANDS were appointed by Concertus the Architects working on a project for Essex Police to construct a new purpose-built 2-storey Police Station on part of the current Harwich Fire Station site. SANDS provided transport planning consultancy services for the development. The proposal is to demolish the former station commander’s house. Our scope of works included the production of a Transport Assessment and Outline Travel Plan and Parking Survey.
The trip generation was calculated using first principles due to the unusual nature of police travel arrangements and functionality of police stations. This led to a hybrid parking survey to Lambeth Methodology covering shift patterns and surveying 23 no streets based on a 500m walking distance from the site.
We developed a scope for the survey based on finding a balance between Lambeth Methodology Commercial development requirements and the functions of a police station. The transport assessment followed the national guidance by undertaking a thorough assessment of the transport impacts and proposing mitigation measures which was also tied to the Outline Travel Plan.
