SANDS Civil Engineering Consultancy was appointed to prepare a Construction Management Plan to support a planning application at 151 Tolworth Rise North. The development involves a combination of extensions and alterations to an existing dwelling, enabling its conversion into two self‑contained residential flats with associated refuse and cycle storage within an established residential area.
The Construction Management Plan was developed to demonstrate how demolition and construction activities could be managed safely, efficiently, and with appropriate regard for neighbouring residents and the local highway network.
The Challenge
The primary challenge for this project was managing construction deliveries to a constrained residential site. The site’s proximity to a pedestrian footbridge, combined with narrow local access roads, significantly limited the suitability of large construction vehicles.
Without careful planning, unrestricted servicing could have introduced safety risks for pedestrians and caused unnecessary disruption within the surrounding residential environment. The Construction Management Plan therefore needed to clearly demonstrate how materials, plant, and waste movements could be controlled in a safe and proportionate manner while maintaining the day‑to‑day operation of the local area.
Our Construction Management Plan Approach
Our approach focused on translating the site’s physical constraints into a practical and deliverable construction logistics strategy. The Construction Management Plan addressed vehicle routing, delivery timing, site access, loading and unloading arrangements, environmental controls, and neighbourhood communication measures. The Construction Management Plan establishes a clear framework to inform the Planning Authority, while recognising that the appointed contractor is responsible for the day‑to‑day management, coordination, and delivery of the works.
This ensured the CMP remained planning‑focused while reflecting the realities of delivering construction works within a sensitive residential context.
Key Logistics and Safety Measures Implemented
The Construction Management Plan incorporated a series of targeted, site‑specific measures, including:
- A small vehicle delivery strategy, with materials delivered using 4.5t–7.5t vehicles to reflect access limitations and reduce interaction with pedestrians
- Off‑peak delivery scheduling, typically between 09:30 and 15:00, supported by pre‑booked delivery slots to avoid congestion at the single site access
- Defined construction vehicle routes via the strategic highway network and agreed local roads to provide consistency and minimise disruption
- On‑site loading and unloading, ensuring the public highway and footways remained clear
- Banksman‑managed vehicle movements, particularly during delivery and plant operations, to maintain pedestrian safety near the footbridge
- Consideration of just‑in‑time deliveries and consolidation practices to reduce unnecessary vehicle trips and on‑site storage requirements
Environmental and Community Protection
The CMP also addressed wider environmental and community considerations, including dust suppression measures, noise control aligned with permitted working hours, and clear procedures for waste management and site cleanliness.
Proactive communication measures were incorporated, including neighbour notifications, clear contact information, and complaint management protocols, supporting responsible construction activity within a residential setting.
Planning and Stakeholder Outcomes
The Construction Management Plan formed a key part of the planning submission, demonstrating to the Royal Borough of Kingston upon Thames that construction impacts had been fully considered and could be appropriately managed.
By setting out a clear, proportionate approach to deliveries, vehicle routing, and site operations, the CMP helped reduce planning risk and provided assurance that the development could be delivered safely and with minimal disruption. Since the completion of this report, we had also produced a CMP for another development on the same road at 161 Tolworth Rise North.
