Construction Logistics Plan – London Borough of Sutton

SANDS Civil Engineering Consultancy was appointed to prepare a CLOCS‑compliant Construction Logistics Plan (CLP) for proposed development at 150 – 152 Central Road, Worcester Park, within the London Borough of Sutton.

The site is located on Central Road (A2043), a busy commercial corridor comprising retail uses with residential properties located on surrounding side roads. The development involves the change of use of the upper floors to residential, together with a two‑storey rear extension, alterations to fenestration, and the provision of cycle and refuse storage.

The key challenge for the scheme was managing construction access and deliveries within a constrained towncentre environment, where pedestrian activity, nearby schools, and servicing restrictions required careful planning. Although loading bays are available on Central Road, their time‑restricted operation and proximity to junctions placed limits on delivery arrangements, particularly for larger vehicles.

The Construction Logistics Plan set out a clear strategy for managing construction activity while minimising disruption to the local highway network and surrounding community. Deliveries were planned to be consolidated, pre‑booked, and scheduled outside peak traffic and school travel periods. Where necessary, smaller construction vehicles were prioritised to suit the access constraints at the rear of the site.

All construction vehicle movements were designed to be managed under banksman supervision, with loading and unloading undertaken in controlled locations to reduce pedestrian conflict. The CLP also addressed the need to avoid material movements across the footway during school peak periods, recognising the presence of multiple schools and pre‑schools within walking distance of the site.

As with all CLOCS‑led Construction Logistics Plans, the CLP was issued as a coordinated package, supported by construction traffic routing plans, site logistics/site layout plans, and vehicle swept path analysis. These drawings formed an integral part of the submission, demonstrating safe vehicle movements, access arrangements, and deliverable construction logistics within the constraints of a busy town‑centre location.

The Construction Logistics Plan establishes a clear framework to inform the Planning and Highway Authority, while recognising that the appointed contractor remains responsible for the day‑to‑day management, coordination, and delivery of the works.

This project demonstrates our experience in delivering CLOCS compliant Construction Logistics Plans for mixed use and town centre sites, where pedestrian safety, delivery restrictions, and sensitive surroundings must be carefully balanced.
