SANDS Civil Engineering Consultancy has successfully delivered numerous parking stress and capacity surveys for residential developments across the Royal Borough of Greenwich, all undertaken in full compliance with the Lambeth Methodology, as adopted and modified by Greenwich Council.

The Lambeth Methodology is widely used by London boroughs to assess on-street parking capacity, demand, and parking stress in support of planning applications. Our surveys are designed to provide robust, policy-aligned evidence that supports efficient planning outcomes.

Parking Survey Methodology and Compliance

Each survey area was carefully defined in accordance with council requirements, covering a 200m radius (approximately a 2-minute walking distance) in all directions from the development site for residential schemes. Surveys were undertaken during the prescribed overnight peak parking periods, ensuring accurate representation of worst-case parking demand.

All data collection and reporting was completed in strict accordance with Greenwich Council parking survey guidance, ensuring submissions were clear, defensible, and suitable for planning validation.

As required by the Royal Borough of Greenwich, the standard Lambeth Methodology was appropriately adapted to reflect the council’s use of a 5.5m parking bay length, rather than the traditional 5.0m space. This adjustment ensures parking capacity calculations accurately reflect on-street conditions within the borough.

Survey Outcomes and Planning Support

The completed parking surveys demonstrated that the proposed developments would not result in unacceptable levels of on-street parking stress. This evidence provided planning officers with confidence that the schemes complied with local parking policy, supporting a positive and efficient planning determination.
